ATTENTION ALL HGV VEHICLES ENTERING LONDON 

DVS – PROGRESSIVE SAFE SYSTEM

MOVING FROM 1-STAR RATING TO 3-STAR RATING

 This new system – Progressive Safe System – is required for all zero, one and two star rated vehicles operating in London from 28th October 2024.  DVS updated dates – Grace Period until 4th May 2025.  Beware, you need to ensure you have booked vehicles in for installation works from October to May.

Vehicles with three-star rating and above will be given a permit.

Contact your manufacturer to find out your vehicle’s DVS star rating.

Self-certification can also be used if the rating is zero, one or two.

The DVS has been developed as a world leading standard by experts across the freight industry, foremost HGV manufacturers and regulatory bodies.

In July 2024 a Grace Period was announced which runs to May 2025 (six months).  However this will have to be applied for, and evidence needs to be provided if you have installation works arranged to the fit the Progressive Safe System after 28th October 2024 and before 4th May 2025

All permits will be valid from October 2024 to October 2030.

DVS LEGISLATION

FINES – UP to £550 per day per vehicle

If you drive an HGV within Greater London without a valid permit you may receive a penalty charge notice (PCN) of up to £550 (reduced to £275 if paid within 14 days).

All HGV operators need to apply for a permit for their vehicles.  Permits will be granted if the vehicle meets the minimum DVS star rating.

WHAT IS REQUIRED: 

Overview: Progressive Safe System

Requirement 1: A Camera Monitoring System (CMS) must be fitted to the nearside of the vehicle.  This is to eliminate the remaining blind spot at the nearside. A CMS can also be used as an alternative to fitting Class V and VI mirrors.

Guidance states that an additional CMS does not need to be fitted where one already exists in the vehicle.  Or indeed where the vehicle is type approved to UNECE Regulations 151 and 159. This will apply where the same safety benefits are achieved, and may include a CMS fitted to replace mirrors, or as part of a Blind Spot Information System (BSIS).

Recommended that installers consider where to install cameras based on the size of the blind spot that needs to be covered.  Also to avoid causing an external projection that could come into contact with road users adjacent to the vehicle. In many cases, a mounting height above two metres may be appropriate, but installers should consider the context of the specific vehicle.

Requirement 2: Class V and VI mirrors, or a CMS that replaces the mirror, must be fitted to the front and nearside of the vehicle.  Or a combination of them both.

Requirement 3: A Blind Spot Information System (BSIS) must ensure full coverage down the nearside of the vehicle to detect vulnerable road users. It must not activate in relation to roadside furniture or stationary vehicles. This aims to prevent left turn collisions.

Requirement 4: A Moving Off Information System (MOIS) must be fitted to the front of the vehicle.  This is to warn the driver of the presence of a vulnerable road user.  This will also help prevent collisions at the front blind spot zone when a vehicle moves off from rest.

Requirement 5: Side under-run protection must be fitted to both sides of the vehicle. The exception to this is where this would not be practicable.

Requirement 6: Audible warnings must be fitted to provide an adequate warning to road users when a vehicle is turning left (or turning right, for left-hand drive vehicles). This makes sure that compliant vehicles can warn of an intended manoeuvre.

Requirement 7: External warning signage must be displayed on vehicles to provide clear visual warning of the hazards around the vehicle.

Make sure that your fleet is compliant and allow time to get the permits.  The original deadline date is 28th October 2024.  The alternative Grace Period runs through to 4th May 2025.  Evidence required if installation works are arranged to fit the Progressive Safe System after 28th October and before 4th May 2025.
